Can a Canadian company charge US customers the GST?

If you provide a service (airline) to a customer in the US, while in Canada and submit an invoice in US dollars, do I or can I charge GST and PST.

Normally services to US customers are not able to charge GST, however, the airline industry is very unique and a lot of leg work and research would need to be done to check this out.
