Can vacation pay be paid out in full at any time?

In (Toronto/Mississauga), Ontario, can an employee ask for his/her vacation pay to be paid in full to the amount accumulated at any time, in this specific case, during a temporary lay-off?

Howard Levitt answered:

No, Vacation pay is generally paid during agreed vacation periods. The employee cannot receive it whenever they wish, unless of course, the employer agrees to it.
